What Is CNH and Why Do Foreigners Need It?
CNH (Carteira Nacional de Habilitação) is Brazil’s driver’s license. Required for legal driving in Brazil. Valid for 5 years (renewed before expiration).
Foreign residents with permanent visa must obtain CNH. Temporary residents can drive with valid foreign license during visa validity. After visa conversion or extended stay, CNH mandatory.
A visitor may drive for 180 days on a valid foreign licence, counted from the date of entry (Resolução CONTRAN 1.020/2025, art. 102, §1). The International Driving Permit accompanies the foreign licence rather than replacing it. After 180 days the Brazilian CNH process applies.
Approximately 80 million Brazilian drivers hold CNH. Foreign residents estimated 2-3% of driving population.
CNH categories: A (motorcycle), B (car), C (truck), D (bus), E (heavy transport). Foreigners typically obtain Category B (automobile). Upgrade possible to additional categories.
Who Is Eligible for CNH?
Age requirement: minimum 18 years old. Maximum age no restriction. 70+ years require specific medical evaluation.
residency requirement: permanent or temporary resident visa holders eligible. CRNM or valid visa documentation required.
Documentation: valid passport, valid visa, CPF, and CRNM registration completed.
Health requirement: passing medical examination. Vision, hearing, and physical coordination assessed.
Psychological evaluation: assess driver’s mental capacity and judgment. Standardized assessment required.
Criminal history: serious traffic violations disqualify. Criminal driving (DUI, hit-and-run) disqualifying. Assessment case-by-case.
Driving record (if applicable): clean record from previous country helpful. Traffic violations considered.
What Is CNH Application Process?
Application begins at DETRAN office (State Transit Department). DETRAN office location varies by state. Booking appointment online or in-person.
Required documentation: identity document, CPF number, CRNM or visa, address proof, and medical certificate (after passing physical).
Medical examination scheduled. Private clinic conducts evaluation. Vision test, hearing assessment, physical evaluation, and basic health screening.
Vision requirement: minimum 20/40 uncorrected; 20/20 with correction. Color blindness assessed. Peripheral vision evaluated.
Psychological evaluation: standardized test assesses personality and emotional stability. Stress response evaluated. Risk assessment conducted.
Written exam scheduled after medical and psychological clearance. Resolução CONTRAN nº 1.020, de 1º de dezembro de 2025 (in force 9 December 2025, which revoked Resoluções 933/2022 and 789/2020) sets the theory exam at 30 questions, drawn from a public Banco Nacional de Questões, with a pass mark of 20 correct answers — 66.7%, not 21 out of 30 and not 30 out of 40 (arts. 33, §1 and 34).
Test covers: traffic laws, road signs, vehicle operation, safety procedures, defensive driving, penalties.
Practical test scheduled after written exam passage. Driving test: road course with DETRAN inspector. 15-20 minutes duration. Vehicle provided (can use personal car).
Practical test evaluation: starting/stopping, turning, parking, lane changes, speed control, safety compliance. Pass/fail determination immediate.
What Is Study Material for Written Exam?
Official DETRAN study materials: free access online. Electronic study material available. Review questions available.
Study guides: commercial guides available. Investment R$ 50-100. More comprehensive than free materials.
Online courses: paid courses available. Interactive study modules. Practice tests included. Cost R$ 100-300.
Mobile apps: study apps available. Practice questions accessible. Flashcard systems. Cost free to R$ 50.
The autoescola has been optional since 9 December 2025. This is the biggest change in Brazilian driver licensing in a generation and it is easy to miss. Under Resolução CONTRAN 1.020/2025, art. 20, the candidate chooses freely among five theory providers, including a free asynchronous distance course run by SENATRAN itself — §2 says the choice “caberá exclusivamente ao candidato”. Art. 36 allows the practical lessons to be taken from an autonomous DETRAN-authorised instructor with no autoescola involved, and art. 39 lets the candidate supply the car. The statutory hook is CTB art. 155 as amended by Lei 14.599/2023.
Theory hours have been abolished — art. 21 provides that the courses “não estão sujeitos a carga horária mínima pré-definida” — and the practical minimum is now 2 hours (art. 38). There is no night-driving requirement. A change of category to C, D or E still carries 10 hours (art. 57).
A private driving school remains available and many candidates still use one: an instruction package including written-exam preparation and practical training costs around R$2,000-4,000. It is now a choice, not a requirement.
Foreign licence translation: no CONTRAN instrument has ever required a sworn translation of a foreign licence. A translation may help in practice; it is not a legal requirement.
What Is CNH Category System?
Category A: motorcycles and motorized bikes. Age 18+ minimum. Specific requirements apply.
Category B: cars (passenger vehicles) and light trucks. Age 18+ minimum. Most common for foreign residents.
Category C: trucks 3,500+ kg. Age 18+ minimum. Commercial endorsement required.
Category D: buses and vehicles with 8+ passengers. Age 21+ minimum. Professional endorsement required.
Category E: combination vehicles (truck+trailer). Age 21+ minimum. Highest level.
Multiple categories possible. Upgrade from B to C possible after B obtained. Additional tests required per category upgrade.
What Is Timeline for CNH Acquisition?
| CNH Process Stage | Timeline |
|---|---|
| Application and appointment booking | 1-2 weeks |
| Medical examination | 1 week |
| Psychological evaluation | 1 week |
| Written exam scheduling | 1-2 weeks |
| Written exam completion | Same day as scheduled |
| Practical test scheduling | 2-4 weeks |
| Practical test completion | Same day as scheduled |
| License issuance | 5-10 days |
| Total CNH process | 4-8 weeks |
Fast-track options: some states offer expedited processing. Additional fee (R$ 200-300) required. Timeline shortened to 2-3 weeks.
Repeat exam delays: if test failed, rescheduling necessary. Minimum waiting period 7 days. Additional fee per retake.
What Are CNH Costs?
Application fee: R$ 200
Medical examination: R$ 150-300 (private clinic)
Psychological evaluation: R$ 150-300
Written exam: included in application fee
Practical exam: R$ 150
License processing: R$ 100
Total cost: R$ 800-1,050
Driving school (optional since December 2025): R$ 2,000-4,000
Additional expenses: study materials (R$ 0-300), photos (R$ 30-60), courier (if needed R$ 50-100)
Multiple test attempts: R$ 150 per additional attempt if failed
How Do International License Conversions Work?
Foreign license conversion possible if reciprocal agreement exists with Brazil. USA, European, MERCOSUR countries eligible. Conversion procedure simplified.
Reciprocal agreement verification: DETRAN confirms if country recognized. Process differs by country.
Direct conversion (limited countries): simplified written exam or document review. Practical test waived. Faster process (2-4 weeks).
Exam-based conversion: written exam required. Practical test may be waived. Standard timeline applies.
Non-reciprocal countries: full CNH process required. Conversion not possible. Complete new license obtained.
The International Driving Permit is a companion document, not an alternative. Resolução CONTRAN 1.020/2025, art. 102, §3, II speaks of the “Permissão Internacional para Dirigir acompanhada da carteira de habilitação estrangeira, válidas” — the word is acompanhada, and art. 100, sole paragraph adds that a Brazilian-issued PID “não poderá substituir a CNH”. In practice a foreign visitor generally does not need an IDP at all: a valid foreign licence, an identity document and proof of the entry date suffice where reciprocity applies. Brazil filed a reservation to art. 41, §1, alíneas a, b and c of the 1968 Vienna Convention (Decreto 86.714/1981), which is why CONTRAN’s own rules govern.
What Are Renewal Procedures?
CNH validity depends on age, because it tracks the periodicity of the medical and psychological examination: 10 years under 50, 5 years from 50 to 69, and 3 years from 70 (CTB art. 147, §2, as amended by Lei 14.071/2020). The first document a new driver receives is the Permissão para Dirigir, valid one year, which converts to a full CNH after 12 months without a grave or gravíssima infraction and without repeat média infractions (CTB art. 148, §§2 and 3). Renewal is required before expiry.
Also new: Lei nº 15.428, de 5 de junho de 2026 amended CTB arts. 148, 159 and 268-A. The CNH may now be held in physical or digital form at the holder’s choice, both carrying fé pública and counting as an identity document, and drivers registered in the RNPC get automatic renewal.
Renewal application: submitted to DETRAN. Original CNH and identification required. New medical and psychological evaluations.
Renewal cost: R$ 400-500 (varies by state). Processing fee slightly higher than initial issuance.
Medical renewal: required for all renewal applications. Vision and hearing reassessed. Age 65+ require more frequent evaluation.
Simplified renewal (if no violations): some states waive tests. DETRAN discretion determines. Online renewal possible in some states.
Processing time: 2-3 weeks typically. Urgent processing available (additional R$ 100-200) for 3-5 days.
How Does Driver’s License Enable Additional Services?
Vehicle registration: CNH required for registration. Proof of insurance required simultaneously. Vehicle registration (CRLV) issued.
Insurance requirement: mandatory in Brazil. CNH required for insurance quote. Coverage required for liability.
Toll road access: CNH identifies driver for toll plazas. Automatic toll tags available (TAG). Registration linked to CNH.
Car rental: rental companies require CNH. International visitors may provide foreign license. Residents must provide CNH. Credit card required for rental.
Employment in transportation: CNH required for professional driving jobs. Taxi, rideshare, delivery positions require CNH. Category requirements depend on vehicle type.
What Are Traffic Penalties?
Moving violations recorded: speeding, red light, improper lane change and so on. Infractions carry 7 points (gravíssima), 5 (grave), 4 (média) or 3 (leve) and fines of R$293.47, R$195.23, R$130.16 and R$88.38 respectively (CTB arts. 258 and 259).
The suspension threshold is not a flat 40 points. Since Lei 14.071/2020, CTB art. 261, I graduates it over a rolling 12 months by how many gravíssima infractions you have: 20 points if you have two or more, 30 points if you have exactly one, and 40 points if you have none. A driver whose licence carries the EAR endorsement (paid driving activity) uses a flat 40 regardless, with an optional preventive reciclagem at 30 (§5).
Fines: base fine structure applies to all drivers. CNH category affects severity in some cases. Alcohol-related violations severe penalties.
Suspension: accumulated points trigger suspension, which runs from 6 months to 1 year (CTB art. 261, §1, I). Criminal driving causes 1-year suspension. DUI causes permanent cancellation.
Record accessibility: traffic violations appear on CNH record. Points tracked for 12 months. Clearance after 12 violation-free months.
Appeals process: driver can appeal traffic violations. 15-day deadline. DETRAN reviews appeal. Success limited.
