What Is FGTS?

FGTS is a mandatory employer contribution equal to 8% of your gross monthly salary, deposited into a special CAIXA account in the employee’s name. The employee does NOT contribute — this is entirely the employer’s obligation.

Example: If your salary is R$5,000/month, your employer deposits R$400/month into your FGTS account. Over 3 years, that accumulates to R$14,400+ (plus monetary correction).

Who Is Entitled?

ALL employees under CLT (Consolidacao das Leis do Trabalho) regime, including foreigners. This includes:

  • Formal employees (carteira assinada)
  • Temporary workers
  • Rural workers
  • Domestic workers (since 2015)
  • Athletes

NOT entitled: autonomous workers, MEI (individual microentrepreneurs), informal workers, interns.

FGTS for Foreigners: Key Points

  • Your FGTS balance remains even if you leave Brazil — it does not expire
  • If you leave Brazil permanently, you can withdraw FGTS by presenting proof of departure (deregistration at Policia Federal)
  • If dismissed without cause, you receive FGTS balance plus 40% employer penalty — same as any Brazilian
  • Check your balance regularly — some employers fail to deposit FGTS. Missing deposits can be reported to the Ministerio do Trabalho or pursued through labor courts

  • Payment is made through CAIXA (PIS) or Banco do Brasil (PASEP — for public servants)

  • Check eligibility and payment dates at caixa.gov.br/pis

Minha Casa Minha Vida (Housing Program)

Minha Casa Minha Vida (MCMV) is Brazil’s largest subsidized housing program, administered by CAIXA.

Can Foreigners Access MCMV?

Permanent residents (CRNM permanente) with CPF may qualify if they:

  • Meet the income limits for the desired band
  • Do not own residential property in Brazil
  • Have not previously received federal housing subsidies
  • Are not registered in CadUnico for Band 1 (extremely low income) — though foreigners can register in CadUnico

Temporary visa holders generally do not qualify for MCMV subsidies, though they can access regular CAIXA mortgages (SBPE — Sistema Brasileiro de Poupanca e Emprestimo).

  1. Register at your local municipal housing office (Secretaria de Habitacao) or CAIXA branch

Mortgage Requirements for Foreigners

  • CPF and CRNM (permanent preferred)
  • Proof of income (last 3-6 months of pay stubs, or tax return for self-employed)

Bolsa Familia and Social Programs

CAIXA is the primary payment channel for Brazil’s social welfare programs.

Bolsa Familia

Monthly cash transfer program for low-income families:

  • Minimum R$600/month per family
  • Additional per child, pregnant woman, and young children
  • Requires CadUnico (Cadastro Unico) registration at CRAS (Centro de Referencia de Assistencia Social)
  • Foreigners with permanent residency CAN register in CadUnico and receive Bolsa Familia if income-eligible

Seguro Desemprego (Unemployment Insurance)

Prizes are subject to 13.8% income tax (withheld at source for amounts above the minimum threshold).
